Fixed a bug in sniff.py and added a new unit test case to cover it. Added the hpvar data source tool to tool_conf.xml.sample. Slightly enhanced the filter and compute tools.

two new config vars must be set:
pbs_dataset_server = name-of-dataset-server
pbs_dataset_path = /path/to/datasets/on/dataset-server
