fix(plugin-ai): remove AI debug logger flooding storage events across tabs ( #10352 )

The AI debug logger persisted the whole log to localStorage on every SSE
chunk while streaming (hundreds of writes per second). Every write
broadcasts a storage event carrying the full log JSON to every other tab
of the same origin, ballooning idle tab renderer memory to multiple
gigabytes during long AI responses. Remove the whole [AI_DEBUG] debug
feature (logger, DebugPanel UI and related state) per its own removal
instructions.
