fix: 使用 ARM 模拟器构建 Linux ARM64

根据 Tauri 官方文档，Linux ARM64 需要使用 pguyot/arm-runner-action
模拟器来构建，而不是原生 ARM64 runner。

- 将 Linux ARM64 从 matrix 中移除
- 添加单独的 build-linux-arm64 job
- 使用 DietPi RPi5 ARM64 镜像作为基础
- 使用 softprops/action-gh-release 上传构建产物
