feat(vscode): add settings export/import to About tab (#7794)

Add Export and Import buttons in the About Kilo Code settings tab so
users can transfer settings between VS Code instances (closes #7755).

- Export fetches global-only config (not merged/project-level) to avoid
  promoting project-level agent definitions to global config
- All fields exported as-is including secrets for complete transfers
- Import populates the draft for review before saving via existing
  save bar flow
- KNOWN_KEYS drift guard test catches newly added Config fields
- 40 unit tests covering export, import, merge, round-trip, and constants
- i18n keys translated for all 17 locales
