fix(ui): prevent collapsible toggle on tools with hideDetails (#8650)

Tools like Read, Task, and Skill set hideDetails=true because they
have no expandable content. Clicking them toggled aria-expanded, which
added a 1px border-bottom via CSS — producing a visible 2px empty box.
Block the toggle when hideDetails is set so nothing happens on click.
