docs: update CHANGELOG for v0.2.7 with complete PR #621 changes
Rewrite v0.2.7 changelog covering all merged PRs: project-level prompts, Codex mode enhancements, plan mode improvements, provider sorting, apiKeyHelper, and numerous bug fixes and refactors.
