pnoker f8754caedc refactor: realign navigation with Alarm/Event/Command menu restructure

- Rename routes: DeviceEvent/DriverEvent → DeviceAlarm/DriverAlarm
- Rename CommandRecord → CommandHistory, EventReport → EventHistory
- Move Overview route from Event to Alarm group
- Replace Point add dialog/edit page with inline drawer-based form
- Refactor Driver config from form layout to matrix table
- Add commandHistory i18n section with detail labels
- Remove legacy Point detail/edit routes from operate.ts
- Polish card shadows, borders, and breadcrumb spacing
