pnoker 4da7537103 fix(settings): fix breadcrumb position and independent sidebar/content scroll

Move breadcrumb outside el-scrollbar so it stays fixed at the top.
For settings routes, bypass the Layout-level el-scrollbar entirely and
use a fixed-viewport flex container instead, allowing the sidebar menu
and main content to scroll independently.
