build(docker): bump dependency base images to the 2026.10 line

Browse Source 
mariadb/mysql move off 2026.6, postgres/rabbitmq off 2026.5, so all
four dependency images follow the same 2026.10 base release line built
in dc3-docker. docker-compose-db.yml passes the new tag through.
