docs(common): say relative chat links still open nothing on desktop

The comment on `EXTERNAL_PROTOCOLS` said a relative path or an
in-page `#anchor` in a chat reply was left to the webview, which read
as though the webview opened it. Those links keep the renderer's
`target="_blank"`, and the desktop instance window has no new-window
handler, so a click on one still opens nothing, as before this change.
The comment now says so.
