Greg Von Kuster e63f375fd0 Add support for a new <set_environment> tag set in a tool shed repository's tool_dependencies.xml file. This new tag set is defined outside of <package> tag sets, and allows for setting environment variables to point to tool dependency files (scripts, binaries, etc) that are included in the installed repository.
