davelopez 86c2533fdc Supports Dataverse file access via both persistent and database IDs
Improves Dataverse integration by handling file access for instances where FilePIDsEnabled is false and files use database IDs instead of persistent IDs.
Enhances path parsing, access URL construction, plugin URI generation, and file listing to robustly differentiate between persistent and database identifiers.
Refines error handling for authentication and not-found scenarios to improve reliability and clarity.

Galaxy Quickstart
=================

Galaxy requires Python 3.9 or higher. To check your Python version, run:

    $ python -V
    Python 3.9.21

Start Galaxy:

.. code:: console

    $ sh run.sh

Once Galaxy completes startup, you should be able to view Galaxy in your
browser at: http://localhost:8080

Tools
=====

Tools can be either installed from the Tool Shed or added manually.

Note that not all dependencies for the tools provided in the
``tool_conf.xml.sample`` are included. To install them please visit
"Manage dependencies" in the admin interface.
