Nicola Soranzo 437f51c2a6 Create Python3 virtualenv by default 
- Allow specifying Python to use to create virtualenv using GALAXY_PYTHON
  environment variable.
- Integrate Python support docs from https://galaxyproject.org/admin/python/
- Update virtualenv installation to use v16.7.9

mvdbeek 33638c6796 Don't set GALAXY_CONFIG_OVERRIDE_DATABASE_CONNECTION if GALAXY_TEST_DB_URI is set 
The actual database to target is generated dynamically, but since
GALAXY_CONFIG_OVERRIDE_DATABASE_CONNECTION takes precedence the
wrong database is used.

Nicola Soranzo 6013419adc Fix `--coverage option of run_tests.sh` 
for pytest-based tests.

Also:
- do not create a giant XML coverage report file
- update other dependencies using `make update-dependencies`.

Nicola Soranzo 42052d6b8d Do not skip the client build in dockerized selenium tests 
This allows the removal of the `docker run` of `make
client-production-maps`, which was run on a docker image for the
wrong version of `node`.

mvdbeek 44d73f72c8 Update Dockefile and run_test_wrapper.sh 
We use the Galaxy users' home dir for HOME.
Otherwise os.environ.get('HOME') would return '/home/galaxy',
but jobs run would see /galaxy.
