Ahmed Awan 1a2663f2c0 only show overview tab for subworkflow steps in invocation view 
This was initially to fix the bug where for a subworkflow (and expandable workflow runs in the invocation grid), we were showing all tabs/nav items and clicking them was changing the route to the subworkflow's (or expanded run's) detailed view on that tab (unexpected behavior when on the parent invocation view or the grid).

However, this actually makes sense to only show the overview tab because if a user wishes to view other items such as Report, Export etc, they would be better off viewing that workflow's detailed view in another tab (as guided by the overview tab via the link in `SubworkflowAlert.vue` added here).

This is a purge request, which does return the entire detailed response,
including available display applications. We already check that the
dataset isn't purged, but ther celery task often executes between the
check and the deletion.

I don't think it makes sense to return any data at all here,
and there are other endpoints where we simply return 202 or 204,
like purging user file source instanes.

- Tool Generated Tours have an internal GET FastAPI route.
- That API uses a new `TourManager`.
- The `tour_generator` webhook has been removed entirely.

Ahmed Awan a4e94d215c make tool generated tours work (tiny prop error needed to be fixed) 
The Tool Generated Tours now work. A miniscule error with `props.requirements` for `Tour.vue` being undefined/null was the reason the tour wouldn't show up.
