Update ENA url in ebi_sra tool
...
I think this fixes https://github.com/galaxyproject/galaxy/issues/18770
? I did manage to get the redirect to Galaxy, however the user interface
looks pretty weird to me, so I'm not sure this is how it is meant to be
?

Switch data_source.py to modern tool-provided metadata
...
Allows moving all data source tools using the script to profile 20.09.
For more recent profiles data_source.py would have to work outside of
Galaxy's Python environment.

Always access EBI SRA via HTTPS.
...
Thanks to Ilya for opening pull request to make it conditionally use HTTPS - https://bitbucket.org/galaxy/galaxy-central/pull-request/491/remove-http-from-ebi-url-which-is/diff - but this goes one step further and always uses HTTPS as suggested by Nate in the pull request comments.
