- all history features pass encoded history ids between requests
- new, empty histories are no longer created when a user logs in, instead their last accessed history is displayed

This commit also includes a fix for remote user authentication where private roles and default permissions were not created for users ( Ross's and Assaf's issues ).
Many functional test enhancements.
In addition to the config setting "library_import_dir" for the Admin view, the new config setting "user_library_import_dir" for the Libraries view will allow non-amin users to upload a directory of files.
The configured directory must contain sub-directories named the same as the non-admin user's Galaxy login ( email ). The non-admin user is restricted to uploading files or sub-directories of files contained in their directoy.
- add ability for an admin to reset another user's password
- add ability for an admin user to delete another user's account ( requires config setting to display feature )
- add ability for an admin user to manage deleted users ( undelete / purge )
- more code cleanup in the admin controller
- several new functional tests and existing functional test improvements

First step of the big reorganization. This moves almost everything web interface related under the web package (still a few things left to disentangle). In particular, galaxy.interfaces is now galaxy.web.controllers which is somewhat more clear. Middleware, servers, and framework are all better organized under web.
Most importantly, the configuration file has been greatly simplified, the "composite" and various static apps are now configured by the application rather than by PasteScript, so the config file really only contains user modifiable parameters now.
