- restore `api/tools` that had the older (list of tool sections
  with `.elems`) structure
- but use the new `api/tool_panel` structure in the client

Nicola Soranzo 784200bb49 Don't copy collection elements in `test_dataset_collection_hide_originals` 
Follow-up to https://github.com/galaxyproject/galaxy/pull/16717 .
Minimal performance gain but helps document the parameter use after
the change in default value to True.

... by copying the history instead of its contents.

With the change of copying hdca contents by default we'd otherwise have
find the right hids, which isn't really what this test is about.

mvdbeek 130d2b078e Update and apply ruff refactorings 
ruff 0.280.0 has a bug that would turn the imports guarded by `if
TYPE_CHECKING` into their non-string variant, which would break the
runtime. So we can't merge 23.1 into dev without this.
