Drop support for retired Python 3.5
...
Upgrade syntax using `pyupgrade --py36-plus` .
Manually drop several `six` imports.
Also:
- Remove broken pr_cache in scripts/bootstrap_history.py
- Fix broken prefix removal in lib/galaxy/tool_util/deps/mulled/mulled_build.py

Update README to remove 2.6
...
Hi :),
Galaxy is not compatible with Python 2.6 since 16.01, right? What do we think about removing it from this README?
We could also say 2.6 for Galaxy version under 16.01, and 2.7 for upper.

I was reading an article from Trello: http://blog.trello.com/tips-for-making-a-public-roadmap/ and thought it could be useful for people to have direct access to the roadmap instead of looking for it in the issues.
