Lazy CI dispatch: drop the deleted database store override

The workflow_dispatch lazy env still pinned
GALAXY_CONFIG_OVERRIDE_TOOL_SOURCE_STORE=database, which no longer
exists — every lazy API/Integration run failed at boot with an unknown
backend. The sqlite default is the intended configuration.
