Fix building the meta package, which has no src directory

The setup.cfg -> pyproject.toml migration gave the metapackage the same
`packages.find where = ["src"]` stanza as the other packages, but meta
ships no Python packages and has no src/ directory, so building it fails
with "error in 'egg_base' option: 'src' does not exist".
