Skip eager-boot store test when lazy CI forces use_lazy_toolbox

GALAXY_CONFIG_OVERRIDE_USE_LAZY_TOOLBOX=true (the lazy workflow_dispatch
env) trumps per-class config kwds, so TestEagerBootSkipsStore cannot get
an eager boot on those runs and the store it finds is legitimate.
