framework workflows: grant USER_TOOL_EXECUTE in setUp

Inline UDT step in inline_user_defined_tool.gxwf.yml needs the test user
to hold a user_tool_execute role; without it the workflow run trips
DynamicToolManager.ensure_can_use_unprivileged_tool (403005). Grant once
per setUp instead of per-test detection. Role outlives the test, harmless
on the throwaway test server.
