GitHub Actions does not reliably trigger the push-based CI workflow when
a new branch is created at a commit that already has a workflow run from
another branch (e.g. `main`). This meant cutting a release branch
produced no CI run on it, so `should_deploy.sh` never got to approve the
deploy from the release branch.

Adds the `create` event trigger to `ci.yaml` with a condition on the
`changes` job to only proceed for release branch creations. All other
jobs depend on `changes`, so non-release branch creations are a no-op.

Garrett Delfosse a2e1ddb56f fix: validate FileSize in NewDataBuilder to prevent OOM DoS (#25710)
`NewDataBuilder` allocated `make([]byte, 0, req.FileSize)` using the
client-supplied `int64` with no upper-bound check. The DRPC 4 MiB wire
cap limits message size but not the integer value, so a crafted message
with `FileSize = 1<<40` forces a 1 TiB allocation, triggering an
unrecoverable `runtime.throw` that kills the entire `coderd` process.

Add a `MaxFileSize` constant (100 MiB, matching `HTTPFileMaxBytes` in
`coderd/files.go`) and reject negative or oversized `FileSize`, plus
negative or excessive `Chunks`, before the allocation.
`BytesToDataUpload` also returns an error for oversized data to preserve
the encode/decode round-trip contract. Fix a pre-existing reversed
subtraction in the `Add()` overflow error message.

- Add `ESR_VERSIONS` array for tracking active ESR minor versions
- Add `is_esr_version()` helper to check ESR membership
- Extract `generate_release_row()` to reduce duplication
- Prepend ESR versions older than the standard window

When releasing a `.0` version (e.g. `v2.33.0`) from a release branch,
the release notes diff was comparing against the most recent RC (e.g.
`v2.33.0-rc.3`) instead of the last stable release from the previous
minor series (e.g. `v2.32.X`).

## The bug

`prevVersion` is set to the latest tag matching the branch's
`major.minor` from merged tags. For a `.0` release, this is the latest
RC (e.g. `v2.33.0-rc.3`). The commit range for release notes then
becomes `v2.33.0-rc.3..HEAD` instead of `v2.32.X..HEAD`, so the notes
only show the delta from the last RC rather than all changes since the
previous real release. The compare link also points to
`v2.33.0-rc.3...v2.33.0`.

## The fix

After all semver sanity checks have run (so version suggestion and
validation are unaffected), when the new version is a `.0` release and
`prevVersion` is an RC, override `prevVersion` with the last stable
release from the previous minor series. This makes both the commit range
and compare link use the correct base (e.g. `v2.32.X..HEAD` and
`v2.32.X...v2.33.0`).

Garrett Delfosse a8222e02e5 fix(scripts/releaser): fix tag sorting and changelog blurb for older branches (#24798)
Fixes two bugs in the release tool.

## 1. RC tags chosen over release tags on release branches

`allSemverTags()` and `mergedSemverTags()` rely on `git tag
--sort=-v:refname` for ordering. Git's version sort treats pre-release
suffixes (e.g. `-rc.0`) as *greater* than the base release version,
which is the opposite of semver where `v2.32.0 > v2.32.0-rc.0`.

When the release branch code iterates the tag list looking for the first
matching `major.minor`, it finds the RC tag first, leading to incorrect
version suggestions (e.g. suggesting `v2.32.0` again instead of
`v2.32.1`).

**Fix:** Re-sort parsed tags using the existing `GreaterThan` method via
a new `sortVersionsDesc` helper.

## 2. Misleading mainline changelog blurb on ESR/older branch patches

When releasing a patch on an older branch (e.g. `release/2.29` for ESR),
the version is neither mainline nor stable. Declining the stable prompt
would always produce the mainline changelog note ("This is a mainline
Coder release..."), which is incorrect.

**Fix:** Only emit the mainline note when the version's minor matches
the current mainline series. For older branches the changelog omits the
note entirely.

Garrett Delfosse 54d650ea79 fix(tailnet): preserve DNS hosts across control plane reconnections (#24253)
When the control plane connection drops and reconnects, a new
`tunnelUpdater` is created with empty workspace state. This causes the
in-memory DNS resolver to lose all host records, breaking `.coder` name
resolution until the server sends a fresh workspace snapshot.

If the API is unreachable (e.g., the route goes through a VPN that is
also reconnecting), the snapshot never arrives and DNS stays broken
indefinitely — requiring a full Coder Desktop restart.

Fix: carry workspace state from the previous `tunnelUpdater` to the new
one on reconnect, and immediately re-apply DNS hosts so the resolver
stays populated during the reconnection window.

(empty). The previous updater's workspace data is discarded. If the
server's workspace snapshot is delayed or the API is unreachable, the
resolver has no records to serve.

This is compounded by GlobalProtect VPN reconnects: the Coder API is
behind the VPN, so when GP reconnects, the API route is temporarily lost
and the snapshot can't arrive.

### What this PR changes

- `TunnelAllWorkspaceUpdatesController.New()` now clones workspace state
from the previous updater before creating the new one
- Immediately re-applies DNS hosts with the inherited state (log:
`re-applying DNS hosts from previous session`)
- When the server's snapshot arrives, it replaces the inherited data
normally
- If `SetDNSHosts` fails during re-apply, it's logged as a warning and
not fatal — the recvLoop will program DNS when the snapshot arrives

### What this PR does NOT fix (future work)

- **Tunnel binary restart**: when the tunnel process itself is killed
and relaunched, all in-memory state is lost. A DNS host cache on disk
would be needed for this case.
- **NRPT rule cleanup on startup**: the Tailscale fork's
`nrptRuleDatabase` constructor unconditionally deletes all NRPT rules on
engine creation. Deferring cleanup to the first successful `SetDNS` call
would reduce the DNS gap.
- **Hosts file retry**: the `setHosts()` retry in the Tailscale fork
(5×10ms) is too short for environments where endpoint security locks the
file.

These are tracked as follow-up items in the `coder/tailscale` fork.

instead of a PAT. The App only needs **Organization > Members: Read**
permission. Installation tokens are short-lived (1 hour) and
auto-rotated — no long-lived secrets to worry about.

2. Install it on the `coder` org.

Garrett Delfosse 3462c31f43 fix: update directory for terraform-managed subagents (#24220)
When a devcontainer subagent is terraform-managed, the provisioner sets
its directory to the host-side `workspace_folder` path at build time. At
runtime, the agent injection code determines the correct
container-internal
path from `devcontainer read-configuration` and sends it via
`CreateSubAgent`.

However, the `CreateSubAgent` handler only updated `display_apps` for
pre-existing agents, ignoring the `Directory` field. This caused
SSH/terminal
sessions to land in `~` instead of the workspace folder (e.g.
`/workspaces/foo`).

Add `UpdateWorkspaceAgentDirectoryByID` query and call it in the
terraform-managed subagent update path to also persist the directory.

RC tags are now created directly on `main`. The `release/X.Y` branch is
only cut when the actual release is ready. This eliminates the need to
cherry-pick hundreds of commits from main onto the release branch
between the first RC and the release.

## Workflow

1. **RC:** On `main`, run `./scripts/release.sh`. The tool detects main

mainline releases with strict vMAJOR.MINOR.PATCH semver tags.

comparison methods, and add IsRC()/rcNumber() helpers.

suggest RC version numbers, auto-set "rc" channel (skipping

derivation for RC tags (v2.32.0-rc.0 -> release/2.32-rc.0 instead of

release create for RC releases.
- scripts/releaser/version_test.go: Add comprehensive unit tests for

Garrett Delfosse d15bfc2cb0 fix(install.sh): filter pre-release tags from mainline version resolution (#23939)
The `echo_latest_mainline_version()` function fetches all GitHub
releases and sorts by version number to find the latest mainline
release. It did not filter out pre-release tags (e.g. `v2.32.0-rc.0`),

Garrett Delfosse 7f75670f8d fix(scripts): fix Windows version format for RC builds (#23542)
## Summary

The `build` CI job on `main` is failing with:

ERROR: Computed invalid windows version format: 2.32.0-rc.0.1
```

This started when the `v2.32.0-rc.0` tag was created, making `git
describe` produce versions like `2.32.0-rc.0-devel+4f571f8ff`.

## Root cause

`scripts/build_go.sh` converts the version to a Windows-compatible
`X.Y.Z.{0,1}` format by stripping pre-release segments. It uses
`${var%-*}` (shortest suffix match), which only removes the last
`-segment`. For RC versions this leaves `-rc.0` intact:

```
2.32.0-rc.0-devel  →  strip %-*  →  2.32.0-rc.0  →  + .1  →  2.32.0-rc.0.1  ✗
```

## Fix

Switch to `${var%%-*}` (longest suffix match) so all pre-release
segments are stripped from the first hyphen onward:

```

Verified all version patterns produce valid output:

Garrett Delfosse 4057363f78 fix(coderd): add organization_name label to insights Prometheus metrics (#22296)
## Description

When multiple organizations have templates with the same name, the
Prometheus `/metrics` endpoint returns HTTP 500 because Prometheus
rejects duplicate label combinations. The three `coderd_insights_*`
metrics (`coderd_insights_templates_active_users`,
`coderd_insights_applications_usage_seconds`,
`coderd_insights_parameters`) used only `template_name` as a
distinguishing label, so two templates named e.g. `"openstack-v1"` in
different orgs would produce duplicate metric series.

This adds `organization_name` as a label to all three insight metric
descriptors to disambiguate templates across organizations.

## Changes

**`coderd/prometheusmetrics/insights/metricscollector.go`**:
- Added `organization_name` label to all three metric descriptors
- Added `organizationNames` field (template ID → org name) to the
`insightsData` struct
- In `doTick`: after fetching templates, collect unique org IDs, fetch
organizations via `GetOrganizations`, and build a
template-ID-to-org-name mapping
- In `Collect()`: pass the organization name as an additional label
value in every `MustNewConstMetric` call

**`coderd/prometheusmetrics/insights/testdata/insights-metrics.json`**:
Updated golden file to include `organization_name=coder` in all metric
label keys.

Garrett Delfosse 6c16794173 fix(cli): proactively use active template version when require_active_version is set (#22033)
Fixes #22030

## Problem

When a template has `require_active_version = true` and a workspace is
outdated, the web UI always shows "Update and start" as the **only**
button (for all users including admins), but `coder start` starts with
the old version. For admins, this silently succeeds on the stale
version. For non-admins, it goes through a clunky 403→retry path. This
also affects the VS Code extension, which calls `coder start --yes`
under the hood.

## Root Cause

`buildWorkspaceStartRequest()` in `cli/start.go` checks
`workspace.AutomaticUpdates == "always"` but ignores
`workspace.TemplateRequireActiveVersion`. The server-side autostart
already ORs both settings together:

    return opts.RequireActiveVersion || ws.AutomaticUpdates == "always"

```

The CLI was missing the `RequireActiveVersion` check.

## Fix

Add `workspace.TemplateRequireActiveVersion` to the existing OR
condition:

Now `coder start` and `coder restart` proactively use the active
template version when `require_active_version` is set, matching the web
UI and server autostart behavior. The 403→retry fallback remains as a
safety net but is no longer the primary path for any user.

## Testing

Updated `enterprise/cli/start_test.go` — all user types (owner, template
admin, ACL admin, group ACL admin, member) now expect the active version
when `require_active_version` is set, and verify the 403→retry message
does NOT appear.

## Summary

Custom roles that can create workspaces on behalf of other users need to
be able to list users to populate the owner dropdown in the workspace
creation UI. Previously, this required a separate `user:read`
permission, causing the dropdown to fail for custom roles.

## Changes

- Modified `GetUsers` in `dbauthz` to check if the user can create
workspaces for any owner (`workspace:create` with `owner_id: *`)
- If the user has this permission, they can list all users without
needing explicit `user:read` permission
- Added tests to verify the new behavior

## Testing

- Updated mock tests to assert the new authorization check
- Added integration tests for both positive and negative cases

Garrett Delfosse d83f4eb076 fix: stop activity bump if no tracked sessions (#15237)

I originally kept this the same because I wanted to be conservative
about when we start dropping activity, but this is proving to be a
problem when using `coder ssh` with `--usage-app=disabled`. Because the
workspace agent still counts this as a connection (I think it still
should so it's counted somewhere) but not as a SSH / IDE session. This
leads to background ssh tasks that want to be untracked still continuing
to bump activity when it shouldn't. This makes it so we have to have an
explicit session to bump activity.
