refactor(enterprise/cli): replace deprecated GroupsByOrganization in groups list (#30142)

`coder groups list` called the deprecated `GroupsByOrganization`.
It now calls `Groups` with `GroupArguments{Organization: ...}`.

**Behavior change:** None.
`GroupsByOrganization` already wraps the same call, so the request and
response are identical.
