rainzm a0c34a044e fix(esxiagent): add HostDelayTaskWorkerCount 
之前，HostDelayWorker 是通过 hostutils.InitWorkerManager 来初始化，
worker的数量依赖于options.HostOptions.DefaultRequestWorkerCount, 因为
这个options没有经过初始化，所以就是0，导致worker count的数量变为1。

现在增加了 HostDelayTaskWorkerCount 来管理这个count，默认值为8。

rainzm ed484f4e21 refactor(region): optimize preparenet of cloudaccount 
1. 从vcenter中获取host和vm的信息时，只需要获取网络相关的字段就可以了。
2. 每个host的vms，单独启用一个goroutine。
3. 优化了处理vms ip的逻辑，现在的时间复杂度是O(n)。
