rainzm 517390395b fix(region): sort excludedNets correctly 
之前，excludedNets 内部表示起始 IP 的字段是 string 类型，直接使用 <
比较是错误的。
现在，把 excludedNets 表示起始 IP 的字段改为了
netutils.IPV4Addr，这样就可以正确地进行比较排序了。
