晴天 94479ebe8a feat(relay): 新增 relay check 链路检测命令
支持检测 frps 服务器连通性、本地服务监听、远程穿透端口状态和延迟,
支持 --json 输出供 GUI 解析,支持指定单条规则或批量检测全部规则。
