chore: update BrowserSkill extension version to 0.3.1 and enhance localization support

- Updated the BROWSERSKILL_EXTENSION_PATH in .env.example and Dockerfile.app to reference the new extension version 0.3.1. - Modified localization files for English, Japanese, Korean, Russian, and Chinese to reflect the support for both Chrome and Edge browsers. - Added checks for extension version compatibility in the BrowserConnectionSettings component to improve user experience. This commit ensures that the application is aligned with the latest BrowserSkill extension and enhances the localization for better user guidance.
