rosstimothy 7e3cf1585c Return the correct version for the Okta CA in addedInMajorVer (#55186) 
The CA was added in 17.0.0, not 16.0.0 which was causing remote
proxy caches to be forever unhealthy when a v17 root had a v16
leaf.
