Andrew Burke 5f8a8fa953 Fix bugs with GCP project ID + default installer (#31853) ...

This change fixes a few bugs with GCP auto-discovery:
- Fix project ID not propagating to the GCP client, causing
  failed API calls.
- Fix the default installer not recognizing when it was running
  on GCP.
- Fix newlines in instance metadata breaking `jq` in default installer.
- Fix zone parsing from instance metadata in default installer.
