Zac Bergquist e45ab655dd Fix reverse tunnel dialing for Windows Desktops ...

- Ensure that the dial request uses proper "server ID" format,
  which is <uuid>.<cluster_name>
- Update reverse tunnel agent to handle tunnel connections
  to desktops
