rosstimothy 5651ae657e Reduce dependencies on lib/reversetunnel (#55675) ...

A number of packages were pulling in the reversetunnel package
solely for the ConnectedProxyGetter. All consumers were only
concerned with GetProxyIDs, so a new
reversetunnelclient.ConnectedProxyGetter was added to allow consumers
to use the lighter weight package instead.
