Tiago Silva 848e3e7b25 Wait for FileUploader to finish all writes before leaving Close() (#30211) ...

`FileUploader` doesn't wait for all go-routines handling writes to
finish before releasing the close method.
This casuses writes after close which makes tests to fail while running
the rmdir function on non-empty dirs.
