Tiago Silva 784c28cae9 TAG: Poll AWS EC2, S3 and Policies (#37900) ...

This PR adds the code required for Teleport Discovery Service to be able to poll AWS resources in preparation to send them to TAG.

It only retrieves the resources and doesn't push them yet to TAG.
