* Permit parallelization in cache init

Allow both the auth and proxy caches to fetch multiple resources
in parallel. All other services are still limited to a single
resource at a time to reduce network spikes when a cluster is
recovering.

Also adds some spans to cache fetch and collection apply to make
identifying cache init traces easier.
