Nic Klaassen c44223a029 [scopes] fix: collect inherited scoped role grants (#65354) ...

This change makes accesslists.GetInheritedGrants properly collect
inherited scoped role grants, in addition to the existing role and trait
grants.

Also exports grant conversion helpers to they can be called from e.
