Tiago Silva 4d3765c02d Use split Identity Security entitlements (#68944) ...

Gate Access Graph, Activity Center, and Session Summaries consumers on
their dedicated entitlements.

Treat legacy Policy as a fallback for missing split entitlements across
module, proto, web config, tctl, and UI config paths so newer clients
remain compatible with older clusters and proxies.
