* Namespce scoped tokens

Scope tokens are now referred to by SQNs and presented as an SQN to
users in all flows. Collisions between unscoped and scoped tokens
are no longer possible. The ScopedToken Get and Delete APIs have been
updated to take a request object, and the IaC tooling has been updated
to exclusively consume namespaced scoped tokens.

* fix: validate static scoped tokens

* use new scopes.MaybeSQN to determine if an identier is a SQN or not

* fix: get scoped token secrets in TF

* fix: scoped events delete parsing

* fix: scoped token cursors

* add commentary and TODOs

* fix: bound key pair lock name

* fix: only consume legacy tokens when scopes are disabled
