Extends SyncMap with new utility methods ( #39108 )

* Extends SyncMap
Adds some useful utility methods to the the SyncMap class. The
motivating example for these additional methods is the Okta reconciler,
which is currently using several map+mutex pairs.

This change adds the LoadAndDelete and Range methods to utils.SyncMap,
which function the same as their sync.Map counterparts.
