Rafał Cieślak d897ee765b retryWithRelogin: Enable use outside of document context (#1238) 
This commit removes originatingDocumentUri arg from retryWithRelogin.
Checking if the relevant UI is still active is done by checking the active
workspace.

Lisa Kim 6b08ee907d Handle private key policy errors and config (#1298) 
There are three ways we determine if use of private key is enabled:

-Cluster config: this setting won't render the login form, 
it will just direct user to login with other supported methods
- 'privateKeyPolicyEnabled' flag: only returned with a 200 for resets 
and invites. This flag was required so that we can additionally render 
recovery codes if any (only for Teleport Cloud)
- Checking if the error returned contains the backend hard coded 
keywords ('hardware_key' or 'hardware_key_touch'). Role configs
will require an attempt (either logging in or assuming an access request)
before the backend checks if this user requires use of private keys.

Rafał Cieślak 99902d0afc Make linguist correctly classify JS protobuf files (#1300) 
Linguist seems to expect that on line 6, those files have a specific string
in them but that's not true for our files.

Maybe that's because we use buf and not protoc to generate them.

This should automatically collapse those files in diffs and properly count
JavaScript usage in language stats for the repo.
