Bartosz Leper 997beca575 Hide validation errors on newly added sections (#53224) 
* Add ValidationSuspender component

This component makes it possible to conditionally hide validation errors
in a subset of form fields. It is required by an upcoming PR to the role
editor that satisfies the UX requirement of not showing validation
errors on newly added sections until the next explicit validation is
requested.

Also: add type information to useRule.

* Hide validation errors on newly added sections

Uses ValidationSuspender to hold validation errors from being displayed
on fields that belong to sections added while the validator is
validating. The newly invalid inputs will be marked as invalid only
after another explicit validation call (for example, when the user
attempts to save data).

* Post-merge test fix

rosstimothy 6119e09bd2 Allow users of web terminal to disable auto focus (#52992) 
The terminal used to automatically took focus, which prevented any
modals rendered at the same time as the terminal from maintaining
focus. This adds a new `disableAutoFocus` prop to allow callers
to take manual control of when the terminal should be focused.

Fixes #52908.

Also unifies the editor width between the OSS and enterprise versions,
trimming the width, but also ensuring that the tab labels don't get
broken into multiple lines.

Rationale: The UX team stands firmly on the position that calling these
"access rules" blurs the line of responsibility between the resources
tab and admin rules.

Bartosz Leper db94ab51af Add a tab-by-tab mode for creating new roles (#52524) 
According to the UI designs, the user needs to be walked through every
tab specifically when creating a new role (as opposed to modifying an
existing one). In this mode, validation is triggered every time the user
wants to progress to the next tab. Tab switching is allowed for tabs
that have already been visited.
