- Widen modal to 'wide' size for table layout
- Separate columns: ID, username, email, notes, status, rate
- Use standard Pagination component for consistent style

- Add unit tests for GetGroupRateMultipliers and ClearGroupRateMultipliers
- Allow duplicate user add (overwrites existing rate)
