3 people 4c5c860acc fix(ci): align storage test stacks and peer reset classification ...

Apply the existing bounded ECStore stack setup to the affected cross-crate storage fixtures. Validate conditional-only metadata publication separately from full body-layout cache reuse. Classify typed h2 shutdown resets as unreachable while retaining application, authentication, cancellation, and deadline distinctions.
