After cd into .next, ../artifacts is workspace/artifacts; ../../artifacts
pointed outside workspace and caused zip/upload to fail (exit 15).

- Remove deprecated fetchConfigFromServer function
- Update getConfig to use localStorage > browser > default priority
- Fix GitHub Actions workflow: remove unnecessary dependency installation, upgrade CodeQL to v4, use proper test commands
- Add JUnit reporter to vitest config for CI test results
- Update tests to reflect new configuration priority (no server config)
- All 167 tests passing
