Alex Alecu 08675183b5 fix: defer tsgo to waitForDiagnostics, skip warm-up calls ...

notify.open() is now a no-op. Warm-up calls from read.ts
(touchFile(path, false)) no longer spawn tsgo processes.
Only write/edit/apply_patch trigger a check via waitForDiagnostics().
