marius-kilocode 9dec779a79 chore(ci): build v2 CLI artifacts for Linux and macOS ...

Add a build job to kilo-v2.yml. It builds the CLI natively for
linux-x64 (ubuntu-24.04) and darwin-arm64 (macos-15) with
`script/build.ts --single`, checks that the binary starts, and uploads
a tarball per target as a workflow artifact. No publishing, no secrets.
