fix(ci): reduce Windows CLI test contention
...
Windows CLI unit tests ran 4-at-a-time on the 4-vCPU runner (custom
test-runner default = min(4, cpus)), oversubscribing CPU so heavy
real-server test files blew their per-test timeouts.
- Cap KILO_TEST_CONCURRENCY=2 on Windows (each file gets ~2 vCPU).
- Grow Windows shards 4 -> 6 to absorb the lower per-shard parallelism.
- Shard by observed duration instead of file size, so the two heaviest
files no longer stack in one shard.
- Raise the Windows per-file kill deadline to 600s (KILO_TEST_FILE_TIMEOUT);
the heaviest file runs ~270s, only ~30s under the old 300s default.
Scoped to the @kilocode/cli custom runner on Windows only. Linux/macOS
unchanged; the non-CLI/core suite runs via plain 'bun test' and is not
affected (separate lever).

Discover the event-service port from the cloud dev manifest and point the CLI at it via EVENT_SERVICE_URL (ws://). Add a --no-events flag that instead sets KILO_DISABLE_PRESENCE so the dev launcher can run without a live event service, mirroring the existing --no-ingest toggle. Also surface the events port in the diagnostic output.
* fix(cli): clear inherited KILO_DISABLE_PRESENCE in dev:local on-path
An inherited KILO_DISABLE_PRESENCE=1 from the parent shell kept presence
disabled even when dev:local discovered a local event-service endpoint.
Delete it on the on-path so the local endpoint actually drives presence.
* fix(cli): clear inherited KILO_EVENT_SERVICE_URL in dev:local on-path
Presence resolves process.env.KILO_EVENT_SERVICE_URL before the
EVENT_SERVICE_URL-derived constant, so an inherited override kept
winning over the discovered local endpoint. Clear it on the on-path
alongside the presence kill switch.

fix(cli): restore executable bit on opencode build scripts

PR #11591 rewrote build.ts during the sandbox refactor, which recreated the file with default 644 permissions and dropped the executable bit (100755 -> 100644). The same change stripped the bit from build-node.ts and publish.ts.
The pre-release publish workflow invokes ./packages/opencode/script/build.ts directly, relying on its #!/usr/bin/env bun shebang. On Linux CI the non-executable mode fails with Permission denied before the build starts.
Restore mode 100755 on all three scripts. Content is unchanged.
