chore(cli): remove accidental tui.json artifact from PR #13271
...
Removes packages/opencode/.kilo/tui.json, an empty {} file that was
accidentally committed by a broad 'git add' while running the httpapi
exerciser (PATCH /tui/config) from packages/opencode/ during work on
PR #13271 (feat(cli): add experimental MCP Apps support with
resource/tool HTTP endpoints).
Also ignores per-directory tui.json/tui.jsonc runtime config files
under packages/*/.kilo/ so this can't recur.

feat(jetbrains): add JetBrains plugin wireframe with split mode architecture

Adds packages/kilo-jetbrains/ — a Gradle project scaffolded for the
IntelliJ Platform using the split mode (frontend/backend/shared modules).
Plugin ID ai.kilocode.jetbrains, version 7.0.1, Kilo logo icon.
Also adds .idea/gradle.xml to auto-link the Gradle project when opening
the monorepo in IntelliJ, and a Run JetBrains Plugin run configuration
for runIde. Updates .gitignore to track .idea/gradle.xml and .idea/.run
while keeping all other .idea/ contents ignored.
