- TenantLineInnerInterceptor + TenantLineHandlerImpl（fail-closed）
- runIgnore/runIgnoreAction 包裹 tenant-free 路径
- agentic 6 BO 实现 TenantOwned
- TenantNotScopedException → 500

全套回归 2480/2480 pass（含 postgresql driver Testcontainers IT 2/2）。
