pnokerandClaude Code cfb8ef5aa4 chore(release): bump project version to 2026.9.22

Release identity for v2026.9.22. First release through the full
docker-ci pipeline (validate -> verify -> build-backend + build-native
-> release) since the tag/pom version match rule landed in a58064cc5;
the August v* tags were backfilled via the API and bypassed it.

DC3 E2E

Overview

dc3-e2e is the backend end-to-end test suite of the IoT DC3 platform. It drives a running stack through real HTTP (via REST Assured) and message-queue paths to verify cross-service behavior — command call, event report, point-value storage, RabbitMQ delivery, and TimescaleDB hypertables.

Requires a Docker-compatible container runtime for the Testcontainers-backed dependencies provided by dc3-common-test.
